Founded in 2017 by Vincent Henderson and Sam Horrocks, Henderson Horrocks Risk Services (HHRS) has grown into a trusted South Australian provider of factual investigation services. The team supports government, self‑insurers, and SMEs with clear, reliable information that strengthens organisational decision‑making.

Vin Henderson

Vin specialises in injury management claims involving psychological and physical injuries, general insurance, CTP, and workplace misconduct. He is also experienced in negligence matters and recovery actions, and is highly skilled in surveillance and factual investigative techniques.

As Director and Principal Investigator of Henderson Horrocks Risk Services, Vin works across both factual investigations and surveillance case management. Before founding HHRS, he spent 11 years as a subcontracted private investigator for local and interstate firms, gaining extensive experience in workers’ compensation (Return to Work), general insurance, liability insurance, income protection, and motor vehicle/CTP investigations.
Vin also brings 15 years of operational experience from the South Australia Police, serving in general patrols, country policing (Port Augusta, Burra, Strathalbyn), as Officer in Charge at Mount Pleasant, and as Supervisor and Acting Patrol Sergeant at Hindley Street. This frontline experience gives him a deep, practical understanding of investigative processes and decision‑making.

Vin’s experience running a small business has equipped him with strong skills in business management, stock control, staffing, and HR. This commercial insight allows him to better understand the pressures faced by business owners and employees, and to provide clients with practical, informed advice that complements his investigative expertise.
Sam Horrocks

Sam specialises in workplace misconduct, maladministration, and psychological injury investigations. She has extensive experience across misconduct matters, workers’ compensation investigations (including recovery, negligence, and physical and psychological injury claims), and general insurance investigations such as car theft, house fires, burglary, and travel insurance. Her background in organisational remedial action further strengthens her ability to assess complex workplace issues.

Sam spent seven years as a subcontracted private investigator for multiple firms before becoming a Director and Principal Investigator at Henderson Horrocks Risk Services. Prior to this, she operated Sam Horrocks Consulting, conducting workplace investigations for private clients across bullying and harassment, governance and fraud, and workplace assault. Her work included detailed process analysis and investigations into internal administrative systems within government and commercial entities.

With a strong foundation in business consulting, Sam has developed WHS frameworks, performance appraisal systems, management processes, and HR policies for small to medium businesses. She is highly proficient in producing investigation reports, executive briefings, policy documents, and procurement business cases, giving her a deep understanding of organisational dynamics and the practical realities faced by employers and employees.

Jackie Burke
Senior Investigator
Jackie began her career with Police Scotland, where she developed a strong foundation in investigation, problem-solving, and resilience. Since joining HHRS in 2022, she has brought that same dedication and focus to her work across both injury management and workplace services.

Celeste Horrocks
Workplace Admin Manager & Investigator
With a background in design and marketing, Celeste brings a unique blend of lateral thinking and logic to her investigative work. Since 2023, she has been focusing on workplace misconduct investigations, leveraging her curiosity and analytical skills. She is currently the SA Chapter President of the AIPI.

Tom Henderson
Office Administrator & Investigator
Tom joined the HHRS team in 2024. While completing his studies, he supported the office and gained insight into the industry. Now a licensed investigator, he brings a personable and curious approach to his work, always eager to understand more and contribute wherever he can.
